Poor customer service from my local council

I've had extremely poor customer service from my council. They do not keep their promises and actually provoke customers so they can end calls citing abusive languague.
I am a member of the Institute of Customer Service and this has raised my awareness on good service. Companies should join ICS and make it mandatory for staff to complete a customer service award to show their comitment to customers.
